Troubles with Norton Protected Recycle Bin Icons
Since you tried to delete the files in the bin and they reappeared duplicate, the whole bin is more than likely beyond any easy repair. The Recycle Bin icon,normally illustrated in the list of files when I open windows explorer has disappeared,only to be replaced by a folder icon with the name "Recycled".

Restoring Recycle Bin icon
When I double-click on the recycle bin icon it shows as being empty. However, when I right-click on the recycle bin icon in my root directory and click properties, There may be files in this directory that you cannot see but the only way to effectively repair it is to delete all of the files and start clean.

Jeff- Your recycle bin was working normally, but now, the icon has become a folder, or you right click on the icon and one or more options are always gray. This is usually caused by missing or damaged registry keys related to the Norton Protected Recycle Bin. You may be able to repair the issue using Tweak UI
