TweakUI's repair icons function (repair tab) does the same thing. If this doesn't work repost, the next place to look is the Registry. For some reason, after a few days, the recycle bin icon reverted back to the first change instead of the second change. I could not seem to change it back manually so I tried Repair Icons through Tweak UI. This changed all the Desktop icons to the older, flat style (but it also corrected my recycle bin).

The repair icons in TweakUI seemed to work - the screen refreshed and all icons were re-drawn with the exception of the recycle bin. I tried to change the bin icons and used the Default Icon as well. No good. Again, the screen flickers for a moment as though it is trying to fix it but still the empty one remains.

I removed Norton but it left it's Recycle Bin icons. I have tried going into Effects and changing them (they are correct icons in Effects) but they will not change to regular windows icon.
