Recycle bin icon changes
As a result when my recycle bin is empty the icon is a white rectangle with the Windows logo on it, rather than an empty bin. Any ideas on getting my bin back? Since you used Powertoys i think you've also got the TweakUI utility. It has a REPAIR function, which restores all corrupt icons on the desktop.

Changing recycle bin icons?
Double-click on it and you will see a tab called Repair. When you open this tab you will see a button called Restore Icons, which should give you back your Recycle bin. It also adds a host of other repair functions to the control panel. Make sure you read and follow the d/l instructions from the page carefully.
